This is because roof shingles were meant to shed water off a slanted roof NOT hold standing water that will pond and penetrate the shingle and work it’s way through the felt and decking followed by attic space and below.

As a matter of fact even what many consider a flat roof is not actually flat it is a low slope roof, it will have a slant/slope to it creating positive water drainage towards an outlet.

Flat/low slope roofs should be addressed with a different type of roofing material such as rolled modified bitumen(The most popular product made of composite asphalt with a granular surface), EPDM(Most know as Rubber Roof),TPO(White reflective membrane) ,PVC(Also white and reflective) amongst other low slope roof applications.

It’s important to understand that each product has its own unique application method, you can NOT just slap some tar underneath or other adhesive and hope it sticks.
